Scheme Description
CM Punjab Livestock Card (Phase 2) 2026 is a landmark initiative of the Punjab Government
launched after the successful completion of the first phase. Under this scheme, interest-free loans ranging
from PKR 135,000 to PKR 540,000 are provided to livestock farmers in Punjab who own between
5 and 20 male calves or buffalo calves (کٹڑے/ بچھڑے).
The loan can be used to buy quality Wanda (feed), silage, and mineral mixtures from registered dealers in
every tehsil. Additionally, the card enables farmers to withdraw up to 25% cash of the
total limit for other operational farm expenses.
Scheme Key Highlights
- Loan Amount: Interest-free loans starting from PKR 135,000 up to PKR 540,000.
- Interest Rate: 0% interest rate (بلا سود قرضہ جات).
- Cash Limit: Facility to withdraw up to 25% cash from the card to meet miscellaneous
farming expenses.
- First Come, First Served: Eligible applicants will be selected on a "First Come, First
Served" (پہلے آئیں، پہلے پائیں) basis.
- Feed Purchases: Buy Wanda, silage, and mineral mixtures from registered dealers at the
tehsil level using the Livestock Card.
Eligibility Criteria
Applicants must satisfy all of the following conditions to qualify for the scheme:
- Location: Must be a permanent resident of Punjab (Punjab Domicile).
- Calves Owner: Must own at least 5 and at most 20 male calves or buffalo calves (کٹڑے/
بچھڑے).
- 9211 Registration: Must be registered on the Livestock Department's 9211 system.
- Mobile SIM: Must possess an active mobile SIM card registered under their own CNIC.
- Valid CNIC: Must hold a valid, non-expired Computerized National Identity Card (CNIC).
Registration Methods (How to Register on 9211)
It is mandatory for every applicant to be registered on the Livestock Department's 9211 system. You can
choose any of the following registration methods:
Method 1: Online Registration
Portal
Visit the official online registration portal directly: plc.punjab.gov.pk and fill out the online form with your
details.
Method 2: Registration via SMS
(Short Code 8070)
From your mobile phone, compose a new message, type PLC [space] Your CNIC Number (without
dashes or spaces, e.g., PLC 3520112345678), and send it to 8070.
Method 3: Registration via
Veterinary Hospital
Visit your nearest Government Veterinary Hospital / Animal Clinic (شفاخانہ حیوانات) with your original
CNIC. The department staff will verify your animals and register you on the 9211 system.
How To Apply
- Complete your registration on the Livestock Department's 9211 system using SMS to 8070, visiting a
clinic, or filling details at plc.punjab.gov.pk.
- Submit your application online on the portal before the final phase commences.
- Your application and livestock ownership will be verified by the local livestock department teams.
- Once verified and approved, you will be issued the CM Punjab Livestock Card.
- Use the card at authorized dealers to purchase feed/silage or withdraw cash from partner banks.
Important Notice: The final phase of the scheme starts from 15th November.
